Gambling has been deemed illegal in Brazil according to Decree Law 3688/41 that dates back to 1941. The law is still in effect and applies to online gambling as well, prohibiting operators located within Brazilian borders to offer any kind of gambling online.
Cultural nuances play a role in both the patterns of gambling and the perceptions of what responsible gambling means – so much so that 60% of respondents in Brazil would class gambling on legal websites as responsible gambling, whereas only 29% in Argentina think the same.
It should be added that the resistance to the regulation also comes from some sectors of the government itself, such as the President of Embratur, Marcelo Freixo, who voted against the bill when he was a deputy and even made a publication in the networks in which he said that "legalizing gambling will increase indebtedness and break up families."
