There been threads in Ubi forum about Watch Dogs Legion, that DLCs can not be shared on consoles any more. Maybe it is the case here as well. The blood dragon pack is a separate thing from the game. It gives you an outfit, 2 weapons, a vehicle, and an amigo.I have the pack but my friend doesn’t.
